Registry - broken targets

Description
We need a background process, checking up on targets in the registry that do not work anymore. Maybe we can do this together with the broken links detector for learning resources. Eg. http://ariadne.cs.kuleuven.ac.be/AWS/services/TargetService is listed in the registry as the ARIADNE target. This is an old target that hasn't been online for quite some time..

Yes, I was thinking to do that in the same way that we do with OAI-PMH targets, using RSS feeds and cruisse control.

I am waiting for the FedSearch? Layer, to reuse some code from it.
But maybe it has sense to join everything together and to do an extra service. Anyway, I think that it's interesting to have this RSS feeds with time response.
